4. US Says AMD’s China Focused Chips Still Too Powerful
American companies have been furiously working to find chips that are sufficiently powerful to attract the Chinese market but sufficiently weak to clear US export restriction thresholds. AMD’s latest has missed the mark.
'US officials have told AMD that the AI chip it tailored for the Chinese market is too powerful to sell without a license, ensnaring another American semiconductor company in Washington's crackdown on exports of advanced technologies.'

3. A New Open Letter Asking for AI Testing Safe Harbors
A group of 200 or more researchers and others have signed an open letter imploring companies like OpenAI and Google to allow them to investigate and test their models for potential problems without fear or reprisal.

2. Is Claude 3 Self Aware?
Everyone agrees that Claude 3 is a very powerful model. There has been much chatter in particular about its coding ability. But on X the bigger debate has been whether it is actually showing the first sparks of self awareness.
What makes the whole LLM/self-awareness debate so tricky is that neurons are not self-aware either. Instead, our neurons *simulate* a person, which experiences itself as self-aware. Can LLMs simulate a self-aware person too, or are they just simulating the simulation of a person?

OpenAI has published a very public response to Elon Musk, trying to reclaim some of the PR space back from him. Not everyone loves their explanation from 2016 of how the definition of “Open” would change over time though…
